Roadworks bulletin

Prepared 17 August 2017 - Issue 913

The aim of this bulletin is to give the public advance notice of roadworks in the Wigan Council area. The council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up-to-date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The council also reserves the right to make changes to the programme if emergencies arise.

1. Carriageway Surface Dressing Locations - 2016/17

During September 2016 a total of 12 carriageway sites across the borough were re-surfaced with a surface dressing preventative maintenance treatment. After initial sweeping had been carried out, it was noticed in November 2016 that a number of these sites had started to lose chippings and were starting to show early signs of failure.

Highway Engineers have been advised by the contractor that remedial action to the failed surface dressings will be carried out during the surface dressing season which runs from May to September. This remedial action will be carried out at the contractors own expense, with no additional cost to the Council.

2. Astley Street, Tyldesley

United Utilities are currently working from south of busway to near Shearwater Avenue to lay a new main. This work is expected to last until 4 September 2017 and will require the use of temporary traffic signals which will be manned at peak times.

3. Corner Lane, Leigh **emergency works**

United Utilities are currently working at the junction with Coupland Road to repair a water leak in the carriageway. To do this safely they are using temporary traffic signals whilst the work takes place. The work is expected to last to Friday 25 August 2017

4. Leigh Road, Leigh **emergency works**

Electricity North West are currently carrying out emergency works at the junction of Northgate to repair a high voltage cable fault. To do this safely they are using temporary traffic signals which will be manned at peak times. The work is expected to last until Friday 18 August 2017.

5. Plank Lane, Leigh

A private contractor will be working at the junction of Horrocks Street from Monday 24 July 2017 to Monday 21 August 2017 to connect gas, water and electricity services to a new development. They will be using temporary traffic signals whilst the work is being undertaken.

6. Woodhouse Lane, Wigan

Cadent Gas will be working at the junction of Park Road from Monday 31 July 2017 to Friday 25 August to lay new mains. To do this safely, temporary traffic signals will be in operation which will be manned at peak times.

7. Flapper Fold Lane, Gloucester Street, Bag Lane, Atherton

From Wednesday 2 August 2017 to Tuesday 22 August 2017, a contractor will commence work to provide services to a new development. The work will start on Flapper Fold Lane moving towards Gloucester Street requiring the periodic use of temporary traffic signals. Footways may need to be closed and if so, pedestrians will be directed to crossing points. Work will then continue along Gloucester Street to its junction with Bag Lane again requiring the use of temporary traffic signals and Stop/Go boards where necessary. Work will then take place at the junction of, and along, Bag Lane to connect electricity supplies to a nearby substation.

8. Manchester Road, Ince - Major Works

Electricity North West will be carrying out major work at the junction of Manchester Road and Ince Green Lane over the weekend of 5 and 6 August 2017. This will require the use of temporary traffic signals at the junction which is likely to cause some disruption to road users and the temporary closures of Pickup Street and Brook Street.

They will then need to lay a cable along Manchester Road to Mitchell Street which should take approximately two weeks to complete. This will require the use of temporary signals which will be manned throughout the day and at peak times.

9. Lancaster Road, Hindley

Cadent Gas will be working at the junction of Gloucester Street and Lincoln Road from Monday 7 August 2017 to Friday 18 August 2017 to carry out work on their apparatus. To do this safely they will be using temporary traffic signals.

10. North Road, Atherton

Electricity North West will be working near to property number 366 to excavate joint bays for new supplies from Thursday 10 August 2017 to Friday 18 August 2017. This will require the use of temporary traffic signals whilst the work takes place.

11. Golborne Road, Ashton in Makerfield

Wigan Council will be carrying out resurfacing work from outside property number 30 to Upland Drive commencing Monday 14 August 2017. To do this safely there will be temporary traffic signals for two days and then the road will need to be closed on Sunday 20 August 2017 to complete the work. A diversion will be in place.

Ashton Road - Wigan Road - Warrington Road - Lily Lane - Bolton Road

12. Manchester Road, Astley

United Utilities will be working outside property number 283 from Tuesday 15 August 2017 to Thursday 17 August 2017 to disconnect a lead supply. They will require the use of temporary signals whilst the work is being undertaken which will be manned at peak times.

13. Orrell Road, Orrell

British Telecom will be working at the junction of Greenford Close during the off peak period on Thursday 17 August 2017 and Friday 18 August 2017 to gain access to their overhead cables. To do this safely they will be using temporary traffic signals.

14. Flapper Fold Avenue, Atherton

A contractor will be working near to property number 134 from Saturday 19 August 2017 to Tuesday 5 September to lay a new gas connection to a new development. To do this safely they will be using temporary traffic signals whilst the work takes place.

15. Poolstock Lane, Wigan

United Utilities will be working at the junction of Howden Drive on Sunday 20 August 2017 and Sunday 3 September 2017 to repair a leak in the carriageway. To do this safely they will be using temporary traffic lights whilst the work takes place.

16. Warrington Road, Ashton in Makerfield

United Utilities will be working at the junction of Park View on Sunday 20 August 2017 to rectify remedial work in the carriageway. To do this safely they will be using temporary traffic signals whilst the work takes place.

17. Golborne Road, Lowton

Cadent Gas will be carrying out work to repair sunken valve boxes in the carriageway at the junction of Slag Lane, Church Lane and Stone Cross Lane North. The work will take place on Sunday 20 August 2017 and will require the use of temporary traffic signals whilst the work is being undertaken.

Forthcoming Works

St Helens Road, Leigh

British Telecom will be working at the junction of Bonnywell Road during the off peak period on Monday 21 August 2017 to repair a manhole frame and cover. To do this safely they will need to use temporary traffic signals whilst the work is being undertaken.

Rectory Lane, Standish

A private contractor will be re-positioning a bus stop outside St Wilfrids school between Monday 21 August 2017 and Friday 1 September 2017.  To undertake this work safely temporary traffic signals will be in operation and will be manned during peak periods.

Greenough Street, Wigan

British Telecom will be carrying out work at the junction with Scholes and Scholefield Lane overnight for four nights from Tuesday 22 August 2017 to Friday 25 August 2017. This will require the use of temporary signals and lane closures whilst they carry out work to their underground apparatus.

Plank Lane, Leigh

A contractor will be working near to the junction with Colliers Way from Tuesday 21 August 2017 to Friday 1 September 2017 to carry out work relating to the new housing development. To do this safely they will be using temporary traffic signals whilst the work takes place.

Whelley, Wigan

United Utilities will be working at the junction of Bradshaw Street during the off peak period on Tuesday 22 August 2017 to replace a damaged valve frame and cover. To do this safely they will be using temporary traffic lights whilst the work takes place.

Liverpool Road, Hindley

United Utilities will be carrying out work during the evening of Thursday 24 August 2017 at the junction of Atherton Road, Wigan Road and Market Street to repair a damaged manhole frame and cover. The work will take place between 1900 and 2200 and will require the use of temporary traffic signals.

Hall Lane, Hindley

United Utilities will be carrying out work to repair a damaged manhole frame and cover near to property number 33 during the off peak period on Friday 25 August 2017. They will be using temporary traffic signals whilst the work is being undertaken.

Wigan Road, Atherton

United Utilities will be working at the junction with Lovers Lane and Schofield Lane on Sunday 27 August 2017 to carry out remedial work in the carriageway. To do this safely they will be using temporary traffic signals.

Warrington Road, Wigan

United Utilities will be working near to the junction of Victoria Street on Sunday 27 August 2017 to repair a damaged manhole frame and cover. To do this safely, the road will be closed at that point for traffic heading out of Wigan. Traffic coming into Wigan will not be affected. A diversion will be in place:

Victoria Street - Billinge Road - Holmes House Avenue - Highfield Grange Avenue - Warrington Road

Hall Lane, Aspull

Cadent Gas will be carrying out work from property number 182 for 400 metres to replace gas mains. The work will commence on Monday 28 August 2017 and will require the use of temporary traffic signal which will be manned at peak times. The work is expected to last for approximately two weeks.

Walthew Lane, Platt Bridge

British Telecom will be working outside property number 200 during the off peak periods on Tuesday 29 August 2017 and Wednesday 30 August 2017 to gain access to their underground equipment. To do this safely they will be using temporary traffic signals.

Wigan Road, Atherton

United Utilities will be working at the junction of Lovers Lane and Schofield Lane during the evening of Thursday 31 August 2017 (1900-2200) to repair a damaged manhole frame and cover. To do this safely temporary traffic signals will be used whilst the work takes place.

Sale Lane, Tyldesley

A Telecoms company will be replacing a mast outside the Barinda Indian Restaurant on Thursday 31 August 2017 and Friday 1 September 2017. To do this safely, they will need to use temporary traffic signals when the work is taking place.

Lodge Road, Orrell

Cadent Gas will be working outside property number 4 to carry out remedial work in the carriageway during the morning of Sunday 3 September 2017. They will be using temporary traffic signals whilst the work takes place.

Wigan 10k Run

A 10k run event will take place in Wigan during the morning of 3 September 2017 which will require a number of road closures from 0830-1200. The roads affected are:

Market Street – full length.

Parson’s Walk/Park Road/Woodhouse Lane/Woodhouse Drive – from New Market Street to Beech Hill Avenue/Scot Lane.

Scot Lane– from Woodhouse Drive to Challenge Way.

Martland Mill Lane/Walthew House Lane – from Scot Lane to Stonehouse Road.

Stonehouse Road – full length

Challenge Way – from Scot Lane to Stonehouse Road.

Stadium Way – from Scot Lane to a point 820 metres south east of it’s junction with Scot Lane.

Hallgate – from Market Street to Dorning Street

Warrington Road, Abram

A private contractor will be undertaking works to provide a new service between house numbers 161 and 179.  The works will be undertaken between Monday 4 September 2017 and Wednesday 6 September 2017.  To undertake the works safely temporary traffic signals will be in operation and they will be manned during peak periods.

Ormskirk Road (Saddle Junction), Wigan - Major works

Wigan Council will be conducting major structural work on the bridge near to the junction with Southgate in September 2017. The work will require lane closures on Southgate and Saddle junction whilst the work is being carried out and is likely to last around 12 weeks to complete.

Warrington Road, Wigan

Electricity North West will be working near to the junction of Little Lane from Saturday 2 September 2017 to Monday 2 October 2017 to lay a new supply. To do this safely they will need to close a lane (Wigan bound side) whilst the work takes place. The lane closure will only be in place during the off peak period.

Warrington Road, Ince

Electricity North West will be working outside property number 30 from Sunday 3 September 2017 to Friday 15 November 2017 to lay a new service. They will need to use temporary traffic lights whilst the work is taking place which will be manned at peak times.

Latham Lane, Orrell

United Utilities will be carrying out remedial work in the carriageway from Monday 4 September 2017 to Wednesday 6 September 2017. To do this safely, the road will need to be closed near to Wimborne Road. A local diversion will be in place.

Tyldesley Road, Atherton

United Utilities will be working at the side of property number 175 during the off peak period on Tuesday 5 September 2017 to repair a damaged manhole frame and cover in the carriageway. They will be using temporary traffic signals whilst the work takes place.

St Andrews Drive, Wigan

Electricity North West will be working at the side of property number 49 to lay a new service. To do this safely they will need to close the road for one day on Thursday 7 September 2017. A diversion will be in place:

St Andrews Drive - Springfield Road

St Helens Road, Leigh

A telecoms contractor will be replacing a telecommunications mast near to the junction with Atherleigh Way on Thursday 14 September 2017. To do this safely, they will be using temporary traffic signal which will be manned whilst the work is being carried out.

Robin Park Road, Wigan

United Utilities will be working at the side of the police station during the evening of Monday 18 September (1900-2200) to repair a damaged manhole frame and cover in the carriageway. To do this safely, they will be using temporary traffic lights whilst the work takes place.

Parsonage Way, Leigh

United Utilities will be working at the entrance to the retail park from Monday 18 September 2017 to Friday 29 September 2017 to install apparatus in the carriageway. To do this safely they will be using temporary traffic signals. The left turn into the retail park will be suspended for the duration of the works.

Mosley Common Road, Tyldesley

United Utilities will be working at the junction of Garrett Hall Road during the evening of Thursday 21 September 2017 to apply anti-skid material to a manhole cover. To do this safely they will be using temporary traffic signals whilst the work is undertaken. The work will take place from 1900 to 2100.

Gathurst Road, Orrell

Transport for Greater Manchester will be re-cutting detector loops at Orrell Post during the morning of Sunday 24 September 2017. They will be using temporary traffic signals whilst the work takes place.

Darlington Street East, Wigan

United Utilities will be carrying out repair work to a manhole frame and cover at the junction of Walmesley Street during the evening of Wednesday 27 September 2017. They will be using temporary traffic signals whilst the work is carried out. Walmesley Road will be closed whilst the work takes place. The work will take place from 1900 to 2200.

Frog Lane, Wigan

United Utilities will be working outside the Deanery School on Sunday 1 October 2017 to repair a damaged manhole frame and cover. To do this safely, they will be using Stop/Go boards whilst the work is being undertaken.

Westleigh Lane, Leigh

United Utilities will be working outside property number 249 on Sunday 8 October 2017 to repair a damaged manhole frame and cover. To do this safely, they will need to close the road at that location whilst the work is carried out. A diversion will be in place:

Corner Lane - Atherton Road - Leigh Road - Nel Pan Lane

Chapel Lane, Wigan

Electricity North West will be working at the junction of Queen Street to lay a new cable. The work will commence on Sunday 8 October 2017 and last until Friday 20 October and will require the use of lane closures whilst the work takes place.

Whelley, Wigan

Cadent Gas will be working from property number 262 to property number 336 from Friday 13 October 2017 to Thursday 9 November 2017 to lay a new gas main. To do this safely they will need to use temporary traffic signals which will only be in use during the off peak periods.

Ridyard Street, Wigan

United Utilities will be working at the junction of Broom Road during the off peak period on Wednesday 18 October 2017 to repair a damaged manhole frame and cover. To do this safely a road closure will be in place with a local diversion.

Lodge Road, Orrell

United Utilities will be working 25 metres from property number 25 on Sunday 29 October 2017 to repair a damaged manhole frame and cover. To do this safely, the road will need to be closed at that point whilst the work takes place. A diversion will be in place:

Sandy Lane - St James Road - Church Street

Deansgate, Hindley

United Utilities will be working at the junction of France Street from Monday 6 November 2017 to Wednesday 8 November 2017 to carry out a repair to a leaking valve. In order to do this, they will need to close the road at that point. A diversion will be put in place:

Bridge Street - Ladies Lane - France Street

Parkfield Avenue, Tyldesley

United Utilities will be working at the junction of Norwood Avenue during the off peak period on Tuesday 7 November 2017 to repair a damaged manhole frame and cover in the carriageway. To do this safely the road will need to be closed whilst the work is undertaken. A diversion will be in place:

Norwood Avenue – Ley Crescent – Parkfield Avenue – Greenland Road – Woodland Road – Ullswater Road – Princes Avenue – Parkfield Avenue

Wallgate, Wigan

Network Rail will be carrying out maintenance work on the bridge outside Wigan North Western train station on Sunday 19 November 2017 (from 8am to 4pm). To do this safely, the road will be closed at that point. A diversion will be in place:
