Roadworks bulletin

Prepared 22 May 2017 - Issue 904

The aim of this bulletin is to give the public advance notice of roadworks in the Wigan Council area. The council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up-to-date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The council also reserves the right to make changes to the programme if emergencies arise.

1. Carriageway Surface Dressing Locations - 2016/17

During September 2016 a total of 12 carriageway sites across the borough were re-surfaced with a surface dressing preventative maintenance treatment. After initial sweeping had been carried out, it was noticed in November 2016  that a number of these sites had started to lose chippings and were starting to show early signs of failure.

Highway Engineers have been advised by the contractor that remedial action to the failed surface dressings will be carried out during the surface dressing season which runs from May to September. This remedial action will be carried out at the contractors own expense, with no additional cost to the Council.

2. Southgate / Swan Meadow Road, Wigan

Wigan Council will be undertaking works to rebuild a retaining wall at the junction of Southgate and Swan Meadow Road between 18 April 2017 and 2 June 2017.  To undertake these works safely lane closures and temporary traffic signals will be in operation.  (The traffic signals will not be in use until midway through the works)

3. Lower Green Road, Astley

Electricity North West will be working outside property numbers 20 to 28 from Tuesday 9 May 2017 to Monday 22 May 2017 to connect new supplies. To do this safely they will be using temporary traffic signals.

4. Parsonage Way, Leigh

Electricity North West will be laying a new supply approx 115 metres from Twist Lane from Friday 12 May 2017 to Thursday 25 May 2017. To do this safely they will be using temporary traffic signals whilst the work takes place.

5. Atherton Road, Hindley & Hindley Green

Virgin Media will be carrying out ducting work from the junction of Argyle Street to the roundabout at the junction of Askwith Road starting on Sunday 14 May 2017. The work will involve the periodic use of temporary signals to enable work to take place safely. Work involving two way signals will only take place during the off peak period and work at major junctions will take place during weekends. The work is expected to take up to 5 weeks to complete.

6.  Rectory Lane, Standish

A private contractor is carrying out works to install a  new footway approximately 68 metres east from the new roundabout (fronting Countryside Developement) between Tuesday 23 May 2017 and Friday 9 June 2017.  To undertake these works safely temporary traffic signals will be in place and will be manned during peak periods.

7. Fourmarts Road, Wigan

British Telecom will be laying new ducts and clearing blockages at the junction with Hillridge from Thursday 18 May 2017 to Thursday 1 June 2017. To do this safely, they will be using temporary traffic signals whilst the work takes place.

8. Bickershaw Lane, Bickershaw

Electricity North West will be working outside property number 488 from Friday 19 May 2017 to Thursday 1 June 2017 to connect a new supply. They will be using temporary traffic signals whilst the work is being undertaken.

9. East Lancashire Road, Leigh

British Telecom will be carrying out work on the Manchester bound carriageway near to Hope Lane to install concrete chambers in the grass verge. The work will take place w/c Monday 22 May 2017 for approximately four days. To do this safely they will need to close a lane at that point.

10. Mosley Common Road, Tyldesley

Virgin Media will be working near to the junction of Bankfield Road from Monday 22 May 2017 to Friday 9 June 2017 to lay new ducting. They will be using temporary signals which will be manned at peak times.

11. Hamilton Street, Atherton

Wigan Council will be carrying out preparation work for upcoming resurfacing work commencing Monday 22 May 2017. Temporary traffic signals will be in place during the off peak period from Monday 22 May 2017 to Friday 26 May 2017 between Leigh Road and Morley Street whilst this work takes place.

From Tuesday 30 May 2017 to Saturday 3 June 2017 temporary signals will be in place whilst resurfacing work is carried out from property number 336 to the junction of Morley Street. The road will also need to be closed between these points over four Sundays (4, 11, 18 and 25 June). A diversion will be in place. This will also mean that some side streets off Hamilton Street will need to be closed periodically as the work progresses.

Further work will be required to replace the speed humps following the above works.

12. New Market Street, Wigan

British Telecom will be carrying out work on consecutive nights (2100-0600) from Monday 22 May 2017 to Friday 26 May 2017 at the junction with Parsons Walk. The work is needed to access underground structures. A lane closure will be in place whilst the work takes place, which will be removed after each shift.

13. Belle Green Lane, Ince

National Grid Gas will be working opposite Kendal Road during the off peak period on Tuesday 23 May 2017 to repair a defect in the carriageway. To do this safely, they will be using temporary traffic signals whilst the work takes place.

14. Wigan Lower Road, Standish Lower Ground

United Utilities will be working near to property number 117 during the off peak period of Tuesday 23 May 2017 to replace a damaged manhole frame and cover. To do this safely they will be using temporary signals whilst the work takes place.

15. Spring Road, Orrell

United Utilities will be working at the junction of Walthew House Lane and Prescott Lane during the off peak period on Tuesday 23 May 2017 to repair a damaged manhole frame and cover. They will be using temporary traffic signals whilst the work takes place.

16. Poolstock Lane, Wigan

United Utilities will be carrying out work at the junction of Carr Lane and St Paul's Avenue during the off peak period on Tuesday 23 May 2017. The work is required to replace a damaged washout frame and cover and will take place during the off peak period. Temporary traffic signals will be in place during the works.

17. Wigan Road, Atherton

United Utilities will be working near to the junction of Factory Street West during the off peak period on Friday 26 May 2017 to repair a damaged manhole frame and cover. They will be using temporary traffic signals whilst the work takes place.

18. Hall Lane, Hindley

British Telecom will be working at the junction of Whiteside Avenue from Friday 26 May 2017 to Friday 2 June 2017 to re-shell a cabinet and install new ducting. They will be using temporary signals during the off peak period to carry out the work.

19. Warrington Road, Ince

United Utilities will be carrying out work at two locations on Warrington Road during the off peak period on Friday 26 May 2017. One will be at the junction of Richard Street where Stop/Go boards will be used and the other will be outside St Mary Church will temporary traffic signals will be in place. Both works are to carry out a permanent reinstatements in the carriageway. The works will not take place at the same time.

20. Frog Lane, Wigan

United Utilities will be working near to Markland Court on Saturday 27 May 2017 to repair a manhole frame and cover. To do this safely they will be using temporary traffic signals.

21. North Road, Atherton

A private contractor will be undertaking utility connections from the roundabout to the junction with North Croft commencing on Tuesday 30 May 1017 for approximately 3 weeks.  To undertake the works safely temporary traffic signals will be in operation.

22.  Higher Green Lane, Tyldesley

Transport for Greater Manchester will be undertaking works to recut the detector loops to the traffic signals on Friday 26 May 2017.  To undertake these works safely stop / go boards will be in operation.

23.  Slag Lane, Lowton

Wigan Council will be undertaking works to repair highway drainage outside house numbers 158, 291 and 335 between Wednesday 24 May 2017 and Friday 26 May 2017.  To undertake these works safely temporary traffic signals will be in operation and will be manned during peak periods.

Forthcoming Works

Winstanley Road, Billinge

United Utilities will be carrying out work in the carriageway near to property number 97 on Wednesday 31 May 2017. They will be using Stop/Go boards whilst the work is undertaken.

Astley Street, Tyldesley

United Utilities will be working near the junction of Elliott Street on Sunday 4 June 2017 to carry out trial holes in preparation for upcoming mains work. They will be using Stop/Go boards whilst the work takes place.

Edge Green Lane, Golborne

United Utilities will be working outside property number 223 on during the off peak period on Monday 5 June 2017 to repair a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work takes place.

Parsonage Way, Leigh

United Utilities will be carrying out work at the junction with the retail park to install a new bypass meter from Monday 5 June 2017 to Friday 16 June 2017. To do this safely, they will be using temporary traffic signals. The left turn into the retail park from Parsonage Way will be suspended and the lights will be manned throughout the working day.

Downall Green Road, Ashton in Makerfield

United Utilities will be working outside property number 126 during the off peak period on Wednesday 7 June 2017 to repair a defective reinstatement. To do this safely, they will be using temporary traffic signals whilst the work takes place.

Liscard Street, Atherton

Electricity North West will be working at the junction of Wigan Road from Monday 5 June 2017 to Friday 9 June 2017 to carry out jointing and overlay work. To do this safely they will be closing the road at the junction with Wigan Road. A diversion will be put in place.

Clockwise: Wigan Road - Mealhouse Lane - Bag Lane - Market Street - Leigh Road - Liscard Street

Warrington Road, Platt Bridge

United Utilities will be working outside property number 34 during the evening of 7 June 2017 to repair a damaged manhole frame and cover. They will be using temporary traffic signals whilst the work is being undertaken.

Leigh Road, Leigh

United Utilities will be working near to the junction of Irvine Street during the off peak period on Monday 12 June 2017 to repair a damaged manhole frame and cover. To do this safely, Irvine Street will be closed at the junction of Leigh Road and temporary signals will be in operation on Leigh Road whilst the work takes place.

Caroline Street, Wigan

United Utilities will be working outside St Joseph's presbytery from 2200-0100 on Monday 12 June 2017 to repair a damaged manhole frame and cover. A lane will be closed whilst the work is being undertaken.

Pemberton Road, Winstanley

Electricity North West will be carrying out a road crossing for a new supply outside property number 127 on Saturday 13 June 2017. To do this safely, they will be using temporary signals whilst the work is being undertaken.

Gathurst Road, Orrell

Transport for Greater Manchester will be undertaking work to replace the traffic signal pole at the railway bridge on Wednesday 14 June 2017.  To undertake this work safely temporary traffic signals will be used during the off peak period.

Car Bank Street, Atherton

United Utilities will be working at the junction of Greendale during the off peak period on Friday 16 June 2017 to repair a damaged manhole frame and cover. They will be using temporary traffic signals whilst the work is carried out.

Newton Road, Lowton

United Utilities will be working at the junction of Laburnum Road during the off peak period on Monday 19 June 2017 to repair a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work takes place.

Poolstock, Wigan

United Utilities will be working outside property number 86 during the evening of 20 June 2017 (1900-2200) to carry out a repair to a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work takes place.

Windermere Road, Ince

United Utilities will be working at the junction of Kendal Road during the off peak period on Thursday 22 June 2017 to repair a damaged manhole frame and cover. To do this safely they will be using temporary traffic signals whilst the work takes place.

Henfold Road, Tyldesley

United Utilities will be working near to the junction with Withington Drive on Sunday 25 June 2017 to repair a damaged manhole frame and cover. Due to the location of the manhole and to do this safely, the road will be closed at that location whilst the work takes place (2-3 hours). The diversion would be:

Hough Lane - Sale Lane - Mosley Common Road - East Lancashire Road - Chaddock Lane - Manchester Road (Astley) - Church Road

Tyldesley Road, Atherton

United Utilities will be working at the junction of Chester Street on Sunday 25 June 2017 to repair a damaged manhole frame and cover. To do this safely, temporary signals will be in use on Tyldesley Road and Chester Street will be closed at the junction. A local diversion will be in place for traffic affected by the Chester Street closure.

High Street, Golborne

United Utilities will be working at the junction of Railway Road and Charles Street during the off peak period on Tuesday 27 June 2017 to replace a manhole frame and cover. They will be using temporary traffic signals whilst the work takes place.

Warrington Road, Wigan

United Utilities will be carrying out work from 1900 to 2200 on Sunday 9 July 2017 at the junction of Victoria Street to repair a damaged manhole frame and cover. Due to the location of the manhole, it will be necessary to close Warrington Road in a westerly direction whilst the work takes place. Traffic coming into Wigan will not be affected. A diversion will be in place:

Victoria Street - Billinge Road - Holmes House Avenue - Highfield Grange Avenue - Warrington Road

King Street West, Wigan

United Utilities will be working near the junction of Crawford Street during the off peak period on Tuesday 18 July 2017 to repair a manhole frame and cover. To do this safely they will be using temporary traffic signals whilst the work takes place.

Scholes, Wigan

This coming summer, National Grid Gas need to carry out gas mains replacement work at the junction of Vauxhall Road. This will require Vauxhall Road to be closed at the junction of Scholes and Scholes closed one way, at that location, for traffic travelling towards Millgate. Diversions will be in place. The work will take two weeks to complete and will be carried out during the school summer holidays. The provisional date for commencement of the work is Saturday 22 July 2017.

Poolstock, Wigan

United Utilities will be working at the junction of Corporation Street on Sunday 23 July 2017 to repair a damaged manhole frame and cover in the carriageway. To do this safely, Poolstock will be closed in an easterly direction at the junction of Corporation Street. Traffic coming out of Wigan will not be affected. A diversion will be in place:

Poolstock Lane - Warrington Road - Ormskirk Road (Saddle junction) - Wallgate - Queen Street

Long Lane, Hindley Green

United Utilities will be repairing two damaged manhole frames and covers in the carriageway outside property numbers 77 and 105 on Sunday 6 August 2017. To do this safely, the road will need to be closed whilst the work takes place and a diversion set up. Diversion

Summer Walking Days and Events

Leigh Carnival

A carnival will be held in Leigh on Sunday 4 June 2017, from 11am to 1pm. In order to facilitate this, a number of roads will be closed whilst the event takes place:

Bengal Street – from Railway Road to Walmesley Road

Walmesley Road – from Bengal Street to Findlay Street

Findlay Street – from Twist Lane to Walmesley Road

Railway Road – full length.

Market Street (northbound) – from Railway Road to St Marys Way.

St Marys Way – full length.

Aspull Churches Together Walking Day

A walking procession is scheduled to take place on Sunday 4 June 2017 and will require closures on the following roads:

  • Haigh Road from its junction with Toddington Lane to its junction with St Davids Crescent
  • St Davids Crescent from its junction with Haigh Road to its junction with Holly Road
  • Holly Road from its junction with St Davids Crescent to its junction with Wigan Road
  • Wigan Road from its junction with Holly Road to its junction with Bolton Road

The parade is due to commence at 2pm for approximately 1 hour

Orrell United Churches Walking Day

A walking procession is scheduled to take place on Sunday 4 June 2016 and will require closures on the following roads:

Armed Forces in the Park, Hindley

On Saturday 17th June 2017, an armed forces event will take place in Hindley which will need the closure of Park Road, from Close Lane to Leyland Avenue. The event is due to commence at midday and the closure will last approximately one hour.

Bag Lane Methodist Church Walking Day

A walking procession is scheduled to take place on Sunday 18 June 2017 and will require closures on the following roads:

  • Factory Street West for its entire length
  • Wigan Road from its junction with Factory Street West to its junction with Leigh Road
  • Leighton Street for its entire length
  • Lambeth Street from its junction with Leighton Street to its junction with Lombard Street
  • Lombard Street for its entire length

A walking procession is scheduled to take place on Sunday 25 June 2017 and will require closures on the following roads:

Iron Man 2017

An Iron Man event will be held on Sunday 16 July 2017 which will involve the Leigh, Atherton and Standish areas. To facilitate the event a number of road closures will be in place:

Leigh and Atherton, 06:00 – 09:30 hours

St. Helens Road from its junction with Pennington Flash access road to its junction with Atherleigh Way.

Atherleigh Way from its junction with St. Helens Road to its junction with Wigan Road.

Gibfield Park Way from its junction with Wigan Road to its junction with Gibfield Park Road.

Gibfield Park Road from its junction with Gibfield Park Way to its junction with North Road.

North Road from its junction with Colliery Lane to its merging with Platt Lane.

Standish, 08:00 – 16:00 hours

Boundary Lane over its full length.

Pepper Lane over its full length.

Preston Road from its junction with Pepper Lane to the borough boundary (south of Coppull Moor Lane).
