Roadworks bulletin

Prepared 16 June 2017 - Issue 907

The aim of this bulletin is to give the public advance notice of roadworks in the Wigan Council area. The council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up-to-date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The council also reserves the right to make changes to the programme if emergencies arise.

1. Carriageway Surface Dressing Locations - 2016/17

During September 2016 a total of 12 carriageway sites across the borough were re-surfaced with a surface dressing preventative maintenance treatment. After initial sweeping had been carried out, it was noticed in November 2016  that a number of these sites had started to lose chippings and were starting to show early signs of failure.

Highway Engineers have been advised by the contractor that remedial action to the failed surface dressings will be carried out during the surface dressing season which runs from May to September. This remedial action will be carried out at the contractors own expense, with no additional cost to the Council.

2. North Road, Atherton

A private contractor will be undertaking utility connections from the roundabout to the junction with North Croft commencing on Tuesday 30 May 1017 for approximately 3 weeks.  To undertake the works safely temporary traffic signals will be in operation.

3. Pepper Lane, Standish

A private contractor will be carrying out work between property numbers 34 and 43 to construct a site entrance to a new development. The work will commence from Monday 5 June 2017 to Friday 23 June 2017 and will require the use of temporary traffic signals which will be manned at peak times.

4. Newton Road, Lowton

Wigan Council will be carrying out resurfacing work to the footway between property numbers 500 and 578 during the off peak periods between Monday 12 June 2017 and Friday 23 June 2017. This work will require the use of temporary traffic signals.

5. Leigh Road, Hindley Green

Virgin Media will be laying new ducting from the junction of Smiths Lane to the junction of Wigan Road (Tamar) commencing on Tuesday 13 June 2017 for a period of up to two weeks. During the works there will be periodic use of temporary traffic signals. Work at the junction of Smiths Lane will be undertaken at the weekend.

6. Springfield Road, Wigan

United Utilities will be working outside property number 91 on Saturday 17 June 2017 to replace a water service. They will be using temporary traffic signals whilst the work takes place.

7. Hallgate, Wigan

United Utilities will be working near the junction of Bishopgate on Saturday 17 June 2017 to repair a damaged manhole frame and cover. To do this safely they will be using Stop/Go boards whilst the work takes place.

8. Bolton Road, Ashton in Makerfield

United Utilities will be working at the junction of Captains Lane on Sunday 18 June 2017 to carry out sewer cleaning works. They will be using temporary traffic signals whilst the work takes place.

9. Robin Park Road, Wigan

British Telecom will be working outside property numbers 36-56 on Sunday 18 June 2017 to clear blockages in ducting. To carry out the work safely, they will be using Stop/Go boards.

10. Billinge Road, Wigan

United Utilities will be working outside property number 323 during the off peak period on Monday 19 June 2017 to disconnect a supply. They will be using temporary traffic signals whilst the work takes place.

11. King Street, Leigh

Wigan Council will be carrying out resurfacing work from the canal bridge to the junction with Twist Lane over three consecutive Sundays (18th, 25th June and 2nd July 2017). This will require the road to be closed whilst the work is being undertaken. A diversion will be in place:

Twist Lane - Atherleigh Way - St Helens Road

12. Newton Road, Lowton

United Utilities will be working at the junction of Laburnum Road during the off peak period on Monday 19 June 2017 to repair a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work takes place.


13. Rectory Lane, Standish

British Telecom will be working outside property numbers 13 to 21 from Monday 19 June 2017 to Thursday 22 June 2017 to lay ducting in the footway. To do this safely they will be using temporary traffic signals which will be manned at peak times.

14. Sale Lane, Tyldesley

British Telecom will be working near to the junction of Bankfield Road from Monday 19 June 2017 to Wednesday 21 June 2017 to lay ducting. The work will require the use of temporary traffic signals that will be manned at peak times.

15. Poolstock, Wigan

United Utilities will be working outside property number 86 during the evening of 20 June 2017 (1900-2200) to carry out a repair to a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work takes place.

16. North Road, Atherton

Cadent Gas will be carrying out gas connection work to a new development from Thursday 22 June 2017 to Wednesday 28 June 2017. To do this safely they will be using temporary traffic signals that will be manned at peak times.

17. East Lancashire Road, Lowton

Electricity North West will be working during the off peak period on Thursday 22 June 2017 to cut back trees near an overhead power supply. They will need to close a lane whilst the work takes place.

18. Mosley Common Road, Tyldesley

United Utilities will be working outside property number 26 during the off peak period on Thursday 22 June 2017 to repair a damaged stop tap frame and cover. To do this safely they will be using temporary traffic signals whilst the work takes place.

19. Windermere Road, Ince

United Utilities will be working at the junction of Kendal Road during the off peak period on Thursday 22 June 2017 to repair a damaged manhole frame and cover. To do this safely they will be using temporary traffic signals whilst the work takes place.

20. Hall Lane, Hindley

British Telecom will be working at the junction of Whiteside Avenue during the off peak periods from Thursday 22 June 2017 to Wednesday 28 June 2017. They will require the use of temporary signals whilst the work is being undertaken.

21.  Warrington Road, Ince

Virgin Media will be undertaking works  to lay new ducting between Redbrook Road and Frederick Street.  The works will commence on Monday 19 June 2017 until Sunday 2 July 2017.  To undertake the works safely periodic use of stop / go boards or temporary traffic signals will be necessary.  The works will be undertaken during off peak periods and the signals will be manned at all times.

22.  Mosley Common Road, Tyldesley

A private contractor will be installing a new sewer at the junction with Bridgeford Close (new development) commencing on Thursday 22 June 2017 until Monday 26 June 2017.  To undertake the works safely temporary traffic signals will be necessary and will be manned during peak periods.

23. Scot Lane, Wigan

United Utilities will be undertaking repair works outside house number 165 between Wednesday 21 June 2017 and Friday 23 June 2017.  To undertake the works safely temporary traffic signals will be in operation and these will be manned during peak periods.

24. Upholland Road, Billinge

A private contractor will undertaking works to provide a gas service to a new development at the junction with Bispham Court between Thursday 22 June 2017 and Thursday 29 June 2017.  To undertake these works safely temporary traffic signals will be in operaiton and these will be manned during peak periods.

25.  Rectory Lane, Standish

United Utilites will be undertaking works to replace a manhole frame and cover opposite house number 23 on Friday 23 June 2017.  To undertake the works safely temporary traffic signals will be in operation during off peak periods.

Forthcoming Works

Henfold Road, Tyldesley

United Utilities will be working near to the junction with Withington Drive on Sunday 25 June 2017 to repair a damaged manhole frame and cover. Due to the location of the manhole and to do this safely, the road will be closed at that location whilst the work takes place (2-3 hours). The diversion would be:

Hough Lane - Sale Lane - Mosley Common Road - East Lancashire Road - Chaddock Lane - Manchester Road (Astley) - Church Road

Tyldesley Road, Atherton

United Utilities will be working at the junction of Chester Street on Sunday 25 June 2017 to repair a damaged manhole frame and cover. To do this safely, temporary signals will be in use on Tyldesley Road and Chester Street will be closed at the junction. A local diversion will be in place for traffic affected by the Chester Street closure.

Bryn Road, Ashton in Makerfield

United Utilities will be working at the junction of Lockett Road to repair a failed reinstatement during the off peak period on Monday 26 June 2017. To do this safely they will be using Stop/Go boards whilst the work takes place.

Shevington Lane, Shevington

United Utilities will be carrying out work to repair a damaged manhole frame and cover during the off peak period on Monday 26 June 2017. To do this safely, they will be using temporary traffic signals whilst the work is undertaken.

Newton Road, Lowton

United Utilities will be working outside property number 39 from Monday 26 June 2017 to Wednesday 28 June 2017 to disconnect a supply. To do this safely temporary traffic lights will be in use which will be manned at peak times.

High Street, Golborne

United Utilities will be working at the junction of Railway Road and Charles Street during the off peak period on Tuesday 27 June 2017 to replace a manhole frame and cover. They will be using temporary traffic signals whilst the work takes place.

Manchester Road, Leigh

United Utilities will be carrying out repairs to a damaged manhole frame and cover during the off peak period on Wednesday 28 June 2017. The work will take place at the junction of Green Lane and will require the use of temporary signals.

Bickershaw Lane, Bickershaw

United Utilities will be working outside property number 607 during the off peak period on Friday 30 June 2017 to repair a manhole frame and cover. Temporary signals will be in place whilst the work is being undertaken.

Sale Lane, Tyldesley

United Utilities will be working at the junction of Mort Lane during the off peak period on Monday 3 July 2017 to repair a manhole frame and cover. To do this safely, they will require the use of temporary traffic signals whilst the work takes place.

Brook Street, Ince in Makerfield

Electricity North West will be working near to the junction with Manchester Road from Monday 3 July 2017 to Friday 7 July 2017 to carry out work to their apparatus. This will mean the closure of Brook Street at the junction with Manchester Road. A local diversion will be in place and Manchester Road will not be effected.

North Road, Atherton

Electricity North West will be working near to property number 364 from Monday 3 July 2017 to Sunday 11 July 2017 to lay new ducting in the footway and carriageway. They will be using temporary traffic signals whilst the work takes place which will be manned at peak times.

Lancaster Road, Hindley

Cadent Gas will be working at the junction of Gloucester Crescent and Lincoln Road to enable them to carry out sampling work. The work will take place from Monday 3 July 2017 to Monday 10 July 2017 and will require the use of temporary traffic signals.

Gathurst Lane, Shevington

Electricity North West will be working outside property number 89 during the off peak period on Monday 3 July 2017 to install a new supply. They will need to use temporary traffic signals whilst the work takes place.

Frog Lane, Wigan

United Utilities will be working at the side of Markland Court during the off peak period on Monday 5 July 2017 to repair a damaged manhole frame and cover. To do this safely, they will be using temporary traffic signals whilst the work is being undertaken.

Robin Park Road, Wigan

United Utilities will be working near to the junction of Loire Drive (near the Police Station) during the evening of Tuesday 6 July 2017 to repair a damaged manhole frame and cover. The work will require the use of temporary signals which will be manned throughout. The work will take place between 7pm and 10pm.

Warrington Road, Wigan

United Utilities will be carrying out work from 1900 to 2200 on Sunday 9 July 2017 at the junction of Victoria Street to repair a damaged manhole frame and cover. Due to the location of the manhole, it will be necessary to close Warrington Road in a westerly direction whilst the work takes place. Traffic coming into Wigan will not be affected. A diversion will be in place:

Victoria Street - Billinge Road - Holmes House Avenue - Highfield Grange Avenue - Warrington Road

Lowton Road, Golborne

Wigan Council will be carrying out resurfacing work from Northfield Court to Windsor Road over two Sundays (9 July 2017 and 16 July 2017). This will require the road to be closed at those points. A diversion will be in place:

Lowton Raod - Church Street - High Street - Bridge Street - East Lancashire Rod - Stone Cross Lane North - Golborne Road 

Robin Park Road, WIgan

Transport for Greater Manchester will be recutting the detector loops to the traffic signals outside the Fire Station on Sunday 9 July 2017.  To undertake these works safely lane closures will be in operation.

North Road, Atherton

Wigan Council will be undertaking highway drainage works near to house number 416 between Wednesday 12 July and Monday 17 July, 2017.  To undertake the works safely  temporary traffic signals will be in operation and will be manned during peak periods,.

Slag Lane, Lowton

United Utilities will be working at the junction fo Church Lane , Golborne Road and Stone Cross Lane North on Saturday 15 July 2017. The work is required to repair a damaged manhole frame and cover and will require the use of temporary traffic signals whilst the work takes place.

Manchester Road, Ince

Network Rail will be carrying out work to cut back trees near to the railway bridge at Seaman Way during the evening of Sunday 16 July 2017. The work is due to commence at 9pm and is due to be completed by 5am. Temporary traffic signals will be in use whilst the work takes place.

Orrell Road, Orrell

United Utilities will be working outside property number 27 on Tuesday 11 July 2017 to carry our a repair to a defective reinstatement. To do this safely they will need to use temporary traffic lights when the work is taking place.

Wigan Road, Atherton

United Utilities will be working at the junction of Factory Street West during the evening of Monday 17 July 2017 to repair a damaged manhole frame and cover. The work will take place between 1900 and 2200 and will require the use of temporary traffic signals.

King Street West, Wigan

United Utilities will be working near the junction of Crawford Street during the off peak period on Tuesday 18 July 2017 to repair a manhole frame and cover. To do this safely they will be using temporary traffic signals whilst the work takes place.

Kirkhall Lane, Leigh

United Utilities will be carrying out work near to the junction of Atherleigh Way during the evening of Tuesday 18 July 2017 (1900-2200) to repair a damaged manhole frame and cover. To do this safely they will need to close Kirkhall Lane in a southerly direction (heading towards the town centre). A diversion will be in place.

Scholes, Wigan

This coming summer, National Grid Gas need to carry out gas mains replacement work at the junction of Vauxhall Road. This will require Vauxhall Road to be closed at the junction of Scholes and Scholes closed one way, at that location, for traffic travelling towards Millgate. Diversions will be in place. The work will take two weeks to complete and will be carried out during the school summer holidays. The provisional date for commencement of the work is Saturday 22 July 2017.

Poolstock, Wigan

United Utilities will be working at the junction of Corporation Street on Sunday 23 July 2017 to repair a damaged manhole frame and cover in the carriageway. To do this safely, Poolstock will be closed in an easterly direction at the junction of Corporation Street. Traffic coming out of Wigan will not be affected. A diversion will be in place:

Poolstock Lane - Warrington Road - Ormskirk Road (Saddle junction) - Wallgate - Queen Street

Manchester Road, Astley

United Utilities will be carrying out work to disconnect a lead water supply outside property number 283 from Monday 24 July 2017 to Wednesday 26 July 2017. This will require the use of temporary traffic signals which will be manned at peak times.

Parsonage Way, Leigh

United Utilities will be carrying out work at the entrance to the retail park to complete the installation of a bypass meter and strainer. The work will require the use of temporary traffic signals and the suspension of the left turn into the retail park. The work is due to begin on Monday 24 July 2017 and is expected to be completed by Friday 4 August 2017.

Flapper Fold Lane, Gloucester Street, Bag Lane, Atherton

From Wednesday 2 August 2017 to Tuesday 22 August 2017, a contractor will commence work to provide services to a new development. The work will start on Flapper Fold Lane moving towards Gloucester Street requiring the periodic use of temporary traffic signals. Footways may need to be closed and if so, pedestrians will be directed to crossing points. Work will then continue along Gloucester Street to its junction with Bag Lane again requiring the use of temporary traffic signals and Stop/Go boards where necessary. Work will then take place at the junction of, and along, Bag Lane to connect electricity supplies to a nearby sub station.

Manchester Road, Ince - Major Works

Electricity North West will be carrying out major work at the junction of Manchester Road and Ince Green Lane over the weekend of 5 and 6 August 2017. This will require the use of temporary traffic signals at the junction which is likely to cause some disruption to road users and the temporary closures of Pickup Street and Brook Street.

They will then need to lay a cable along Manchester Road to Mitchell Street which should take approximately two weeks to complete. This will require the use of temporary signals which will be manned throughout the day and at peak times.

Ormskirk Road (Saddle Junction), Wigan - Major works

Wigan Council will be conducting major structural work on the bridge near to the junction with Southgate in August 2017. The work will require lane closures on Southgate and Saddle junction whilst the work is being carried out and is likely to last around 12 weeks to complete.

Long Lane, Hindley Green

United Utilities will be repairing two damaged manhole frames and covers in the carriageway outside property numbers 77 and 105 on Sunday 6 August 2017. To do this safely, the road will need to be closed whilst the work takes place and a diversion set up. Diversion

Crossdale Road - Green Lane - Alder Lane

Greenough Street, Wigan

British Telecom will be carrying out work at the junction with Scholes and Scholefield Lane overnight for four nights from Tuesday 22 August 2017 to Friday 25 August 2017. This will require the use of temporary signals and lane closures whilst they carry out work to their underground apparatus.

Warrington Road, Wigan

Electricity North West will be working near to the junction of Little Lane from Saturday 2 September 2017 to Monday 2 October 2017 to lay a new supply. To do this safely they will need to close a lane (Wigan bound side) whilst the work takes place. The lane closure will only be in place during the off peak period.

Summer Walking Days and Events

 

Armed Forces in the Park, Hindley

On Saturday 17th June 2017, an armed forces event will take place in Hindley which will need the closure of Park Road, from Close Lane to Leyland Avenue. The event is due to commence at midday and the closure will last approximately one hour.

Bag Lane Methodist Church Walking Day

A walking procession is scheduled to take place on Sunday 18 June 2017 and will require closures on the following roads:

  • Factory Street West for its entire length
  • Wigan Road from its junction with Factory Street West to its junction with Leigh Road
  • Leighton Street for its entire length
  • Lambeth Street from its junction with Leighton Street to its junction with Lombard Street
  • Lombard Street for its entire length
  • Leigh Road from its junction with Lombard Street to its junction with Bee Fold Lane
  • Bee Fold Lane for its entire length
  • Hamilton Street from its junction with Leigh Road to its junction with Mayfield Street
  • Mayfield Street from its junction with Hamilton Street to its junction with Market Street
  • Market Street from its junction with Mayfield Street to its junction with Leigh Road

The parade is due to commence after 14:30 hours for approximately 1 hour 30 minutes

Standish Celebration Event

A walking procession is scheduled to take place on Sunday 25 June 2017 and will require closures on the following roads:

  • Cross Street for its entire length
  • Market Place for its entire length
  • Church Street for its entire length

The parade is due to commence at 1.30pm for approximately 2 hours

St Michael's Church Walking Day, Wigan

A walking procession is scheduled to take place on Sunday 25 June 2017 and will require closures on the following roads:

  • Swinley Road from its junction with Earl Street to its junction with Kenyon Road
  • Swinley Lane from its junction with Swinley Road to its junction with Copperfield
  • Copperfield for its entire length
  • Walkden Avenue East from its junction with Copperfield to its junction with Goldenways
  • Goldenways for its entire length
  • Hornby Street from its junction with Goldenways to its junction with Edward Street
  • Edward Street for its entire length
  • Dicconson Street from its junction with Swinley Road to its junction with Upper Dicconson Street
  • Upper Dicconson Street from its junction with Dicconson Street to its junction with Dicconson Terrace

Iron Man 2017

An Iron Man event will be held on Sunday 16 July 2017 which will involve the Leigh, Atherton and Standish areas. To facilitate the event a number of road closures will be in place:

Leigh and Atherton, 06:00 – 09:30 hours

St. Helens Road from its junction with Pennington Flash access road to its junction with Atherleigh Way.

Atherleigh Way from its junction with St. Helens Road to its junction with Wigan Road.

Gibfield Park Way from its junction with Wigan Road to its junction with Gibfield Park Road.

Gibfield Park Road from its junction with Gibfield Park Way to its junction with North Road.

North Road from its junction with Colliery Lane to its merging with Platt Lane.

Standish, 08:00 – 16:00 hours

Boundary Lane over its full length.

Pepper Lane over its full length.

Preston Road from its junction with Pepper Lane to the borough boundary (south of Coppull Moor Lane).
