Deputy Leader - Keith Cunliffe

Deputy Leader and Portfolio Holder for Adult Social Care and Health.

Main roles and responsibilities of the portfolio

  • To govern the delivery of the Progress with Unity missions and council plan
  • To drive forward the Community Wealth Building approach including increasing the community use and control of council owned land and assets, particularly those which are under-utilised
  • To be responsible for issues relating to supporting people’s improved health and wellbeing in Wigan, including relationships with health partners
  • To be responsible for the commissioning of effective services which promote independence, support aspirations, integration and providing mechanisms which enable everyone to make informed choices
  • To support older people and adults with disabilities and their carers
  • To ensure vulnerable groups feel safe and protected and that their welfare is promoted
  • To enhance self-reliance, improve life opportunities and independence
  • To deliver an integrated approach to health and care in the borough to improve the outcomes for residents including:
    • Improved pathways
    • A redesigned and integrated workforce
    • Connected communities
    • Transforming through technology and information
    • A responsive approach to quality of care
    • Remodelling in-house provision.

Priorities for 2024/2025

Implementation of the council’s delivery of our ‘Progress with Unity’ borough missions. As residents, businesses, public services and community organisations of this borough we have come together to deliver two key missions:

Mission 1: Create fair opportunities for all children, families, residents and businesses

Mission 2: Make all our towns and neighbourhoods flourish for those who live and work in them

“Together, in genuine partnership with our residents and businesses, who know our community best, we will help each town and neighbourhood in the borough celebrate and maintain their identity whilst understanding and helping to achieve what is needed to thrive.”

  • Healthier Wigan Partnership development - SDFs, Primary Care and GPs working as integrated services in communities
  • Healthier Wigan Partnership System Board - opportunities to improve outcomes through pooled resource
  • Transition: encouraging a life course approach to ensure a seamless transition into adulthood
  • Improving outcomes for adults of a working age
  • Improving our offer as a borough around Mental Health working with the new partner GMMH
  • Making the most of opportunities within Housing for Health to improve outcomes for residents
  • Supporting our residents to age well in the borough
  • Enhancing career opportunities in health and care developing aspirations for future workforce, supporting the Education and Skills partnership with health colleagues, the College and Edge Hill.
